Victoria Agreement Ioc
Founded by the Foreign Ministers of Madagascar, Mauritius and Seychelles. General Cooperation Agreement signed 10 Jan 1984, Victoria (Seychelles). Comoros and France (for the Overseas Department of Reunion) then joined the Commission at the signing of the protocols attached to the agreement of 7 January 1986 in Port-Louis (Maurice). This visit will be an opportunity to demonstrate our commitment to the IOC while underlining the importance for France of its neighbourly relations in the Indian Ocean, as stated by Jean-Yves Le Drian, Minister of Europe and Foreign Affairs, during his recent visit to Mauritius, Madagascar and Mozambique. The Council of Ministers of the Indian Ocean Commission will formally adopt the revised Victoria Agreement, which replaces the General Agreement on Cooperation between the Indian Ocean Commission Member States of 10 January 1984, as well as the 1989 Additional Protocol. This text reaffirms the IOC`s identity as a regional neighbourhood organisation, reaffirms the liaison role of the French language and defines the criteria for granting observer status. EU PARTNERSHIP WITH THE IOC The EU`s partnership with the IOC has been in force for 25 years. Successive EDFs have funded 100 million euros of IOC programmes, mainly in the area of environment and natural resources. The EU, which is the IOC`s main development partner and accounts for about 70% of the IOC`s total financial aid, has increased its support to the IOC in recent years. The EU has three programmes under way with the IOC for a total of EUR 48 million: the Smartfish programme for the implementation of a regional fisheries strategy in Southern and Southern Africa and the Indian Ocean (ESA-ION). Its overall objective is to contribute to a higher level of social, economic and environmental development and greater regional integration into ESA through the sustainable exploitation of maritime and maritime fisheries resources; The Islands for the Implementation of the Small Island Developing Countries (SIDS) Strategy in the ASE-ION region, which, through the sustainable development of SIDS in the ESA region, will contribute to improving social, economic and environmental development and strengthening regional integration.
